Job Title – MEAL Officer
Duty station – Chișinău / Bălți / Comrat, Moldova
Salary range – 23690,00 – 25230,00 MDL gross
Based on the assessment of the candidate's knowledge, skills, abilities and previous experience.

Education & Work Experience
Qualification:
- Master degree in social studies (e.g. sociology, statistics)/related fields
- Highly skilled and experienced specialist responsible for independently managing all aspects of monitoring and evaluation, ensuring effective resource use and accountability.
- A minimum of 3 years of experience, including at least 1 year in M&E activities across the project cycle, preferably in the NGO/INGO sector with a focus on civil society development or emergency programs; experience in capacity building and managerial roles is an advantage.
- Analytical skills, experience and ability in analysing and presenting data, but also reflective thinking, and being able to understand the stories behind the data.
- Report writing skills, being able to explain the insights, document field observations and information obtained through quantitative and qualitative methods and provide feedback to programme/project teams through clear reporting.
- Stakeholders engagement, communication skills and team work, ability to engage, manage and deal with different internal / external stakeholders.
- Technology and software related skills, ability to utilize computer packages and applications in data collection, data analysis, storage and dissemination.
- Availability, including ability to undertake regular field visits all over Moldova, if needed, few days in a row with overnight stays in different locations of Moldova.
- Excellent command of English, Romanian and Russian.

Position overview:
Under overall supervision of the MEAL Coordinator or Head of MEAL, MEAL Officer is in charge, designs, implements and keeps close track of the MEAL system under the dedicated project and/or sectoral programming for which acts as MEAL Focal Point. She/he provides technical support and guidance to the project teams assigned. The MEAL Officer also plays an important role in improving program information management and data quality, and in strengthening knowledge sharing and learning across the organization and communities. The MEAL Officer assumes responsibility for full-cycle monitoring of assigned programs and implementing appropriate MEAL activities.
Duties & Responsibilities:
- Ensure smooth coordination between MEAL and project teams, oversee execution of MEAL activities, and facilitate survey implementation.
- Develop MEAL tools, train enumerators, organize data collection, and analyze findings for project planning and reporting.
- Conduct field monitoring visits, assess project progress, and provide recommendations to improve project performance.
- Support data quality assessments, verify means of verification, and ensure evidence-based programming.
- Assist in designing and implementing needs assessments, including quantitative data collection.
- Promote MEAL understanding within the organization, facilitate learning workshops, and document lessons learned.
- Strengthen project-level accountability, collect beneficiary feedback, and support the complaint and feedback response system.
- Ensure data storage aligns with GDPR policies, mitigate potential risks in MEAL activities, and ensure donor requirements are met.
- Provide MEAL-related inputs to project proposals, collaborate with CSOs and partners, and contribute to external knowledge sharing.
- Recruit and manage MEAL personnel, conduct performance appraisals, and facilitate staff capacity-building initiatives.
