About our Project - Ukraine and Moldova Infrastructure Technical Assistance Framework (UMITAF):

The Ukraine and Moldova Infrastructure Technical Assistance Facility (UMITAF) is a service contract initiated by the European Investment Bank (EIB) to support the preparation and implementation of priority infrastructure investments in Ukraine and Moldova. The facility aims to aid in recovery and resilience by providing technical assistance and engineering services throughout the entire infrastructure project cycle. This includes strategy support, master planning, investment programming, feasibility studies, design services, procurement support, implementation assistance, and technical audits. UMITAF addresses short- and medium-term needs across various sectors, such as municipal services (including urban water), transport, energy, digital telecommunications, agricultural logistics, and social infrastructure.

Responsibilities:

• MS Project: Assist for the preparation of the workplan and budget for each sub-project during preparation of proposal; then monitor project activities and follow up time, resource and milestone management with PMs, using Critical Path Methodology (CPM) and financial planning
• Monthly update of the subproject implementation plan and reporting to TL for project deliverables
• Assist PMs and Sub-project Implementation Teams in preparing Quality Plans for each sub-project, as well as quality checklists before submission of deliverables to beneficiary.
• Follow up if there are sufficient number of offers on the portal for subprojects IE costs like workshops, translations/interpretations, visibility publications and for surveys (geotechnical, geodetic, traffic, air quality and noise etc).
• Support the procurement and tenders for subcontractors (service supply) according to EIB procurement rules. Making sure sufficiency of offers on the portal
• Supporting and keeping the minutes of the evaluation of tenders. Informing participants about results.
• Uploading deliverables on EIB (European Investment Bank) SharePoint
• Support KEs, PMs, and NKEs in organization of workshops
• Preparation and dispatch of printed copies of deliverables of subprojects to CA
• Keep and update databases of sub-consultants, stakeholders, etc
• Scanning of approved TS and saving on the portal

Minimum requirements:

• Engineering graduate. Studies that include a master’s degree are preferred.
• Excellent knowledge of written and spoken English and Moldovan languages is absolutely necessary.
• Good knowledge of Microsoft Project (MS Project) or similar is absolutely necessary, while relevant practice with MS Project or similar will be an asset.
• Previous experience of 2 to 3 years in private companies or public sector (Ministries, organisations) constitutes and asset.
• Previous experience of working in a multicultural environment and with medium to big size teams will be an asset. Minimum 1 letter of recommendation should be demonstrated.
